Tom specializes in the ethnographic and historical study of humanitarian relief and its impact on the lives of refugees. He is particularly interested in how aid agencies measure and manage basic human needs and his work so far has focused particularly on the nutrition and shelter sectors. He has written a history of hunger relief and is now working on a monograph about emergency shelter for refugees. His research is influenced by Science and Technology Studies and the History of Ideas.
